Supporting Licensing Applications with Discreet Surveillance: The Daylesford Case

Background
In 2024, Endeavour Group sought approval for a Dan Murphy’s store in Daylesford. Facing strong objections from the community and an initial refusal under the Liquor Control Reform Act, Endeavour required independent evidence to test claims about underage drinking and alcohol-related harm.

Our Role
RIVICA Investigations & Covert Solutions was contracted to conduct discreet surveillance across four key community sites: Vincent Street, Lake Daylesford, Daylesford Skate Park & Community Park Playground, and Cornish Hill Nature Reserve. Our principal investigator Richard James and senior investigator Geoff Fagan carried out 117 site observations over a 12-week period, between 17:30hrs and 22:30hrs.

Findings

• No minors were observed in possession of, or consuming, alcohol.
• Alcohol containers were occasionally found, indicating sporadic consumption outside of observation times.
• Adults consuming alcohol at public locations did not display signs of intoxication and were not seen providing alcohol to minors.

Outcome
Our findings formed part of 1000 pages of evidence presented by Endeavour Group’s legal team before VCAT. This evidence was also featured in the media, underscoring the credibility of our work.
